What is the latest news of anti-dumping of fastener from the European Commission
A meeting held yesterday at one of the main Italian producers (Fontana) revealed that the European Commission has concluded its investigations and anti-dumping duties will be introduced.
It is very likely that provisional duties will be imposed in mid-July. It seems that the European Commission also has the possibility to apply a retroactivity of 90 days (in this case importers should pay provisional duties on all imports made since mid-April ...). The opening of the investigation did not speak of possible retroactivity but only of a notice of 4 weeks.
"6. Schedule of the investigation
The investigation will be concluded, pursuant to Article 6(9) of the basic Regulation within normally 13, but not more than 14 months of the date of the publication of this Notice. In accordance with Article 7(1) of the basic Regulation, provisional measures may be imposed normally not later than 7 months, but in any event not later than 8 months from the publication of this Notice.
In accordance with Article 19a of the basic Regulation, the Commission will provide information on the planned imposition of provisional duties 4 weeks before the imposition of provisional measures."
The definitive duties should be introduced at the beginning of 2022 and there is talk of 80%-90% while the provisional duties should be about half (40%-45%).
It was also said that the Chinese Government would remove the latest still existing export subsidies to Chinese factories and this will lead to an increase in prices even for products not covered by the anti-dumping.
